Minutes - Archives April 15, 2002
The Drummond Village semi-annual meeting took place on April 15, 2002. Mayor E.D. Martin called the meeting to order at 8:05 pm. There was a motion and a second to approve the minutes from the previous meeting. The motion carried on a voice vote with no opposition.
Dan Smith gave the Treasurer’s report on behalf of Cathy Sulzberger. Dan noted there were no major changes in the Village’s financial condition since the last meeting.
E.D. Martin reminded residents to please obey the noise ordinances and noted that all construction work should begin no earlier than 7 am and be completed by 5 pm.
Repair of the street was next agenda item. Jane Highsaw moved and Steve Katzki seconded the motion to authorize the Village officers to spend $40,000 to repair the street. Discussion followed. Steve Katzki asked why all of Warwick was on the repair list and suggested that all of the spots for repair be marked prior to work beginning. Scott Kragie moved to amend the motion to authorize the Village officers to spend up to $50,000 total for repair of the street. The motion, as amended, passed on a voice vote.
The possibility of adding an additional speed bump was discussed next, but there was a consensus to wait on this item for the time being.
The next agenda item was repair of the street signs. Steve Katzki moved to authorize expenditure of such sums as necessary to repair all signs on the street. Ghislaine Francis seconded the motion and it was approved on a voice vote.
Next, Lisa Schwat presented a report for the FHCCC. Lisa reported on the new Giant Food store being built on Arlington Rd. in Bethesda stating that the project had been approved the previous November. She noted that the Edgemoor Citizens Assn. was opposed to the project. No action was taken on this item. She also reminded citizens that people should not block the sidewalks when parking their cars and said that the police had been contacted to check on the Toyota Celica parked at 6406 Wisconsin Avenue that often blocks the sidewalk. Scott Kragie expressed appreciation to Steve Schwat for working on the Green Mile and doing a great job representing the Village of Drummond.
The next agenda item was discussion of terms of office for the Village officers. Scott Kragie reported on the Term Committee’s recommendations/options. The first was to leave the terms as they currently are. The second option was to require the Mayor to have served at least two years as Treasurer and then serve two years as Mayor, with the Secretary not necessarily moving up to Mayor. After a brief discussion, there was a motion and second to leave the terms as they are currently. The motion passed.
Steve Katzki then gave the report of the Tree Committee. Steve reported that Lee Barlow has retired from the Tree Committee. The committee is now made up of Steve Katzki, Matt Gandal, Zoe Ambangis and Dalya Luttwak. Steve reported that three trees would be removed in the next six months. The trees in question were in front of 4514, 4609 and 4724 Drummond. A question was raised regarding fertilizing and pruning and Steve reported that that is being taken care of on a regular basis.
In new business, it was moved and seconded that money be appropriated to spend on a street party in the upcoming year. The motion was approved by voice vote. Ari Antonelli was appointed chair of this committee, with Jennifer Mendelson, Trina Gandal and Dan Smith also agreeing to serve.
The next agenda item discussed was street security. E.D. Martin reported that Somerset is considering hiring new police protection and posed the question whether Drummond might want to join in. The item was discussed but no action was taken.
The next item was handling health emergencies given the events post 9/11/01. E.D. Martin volunteered to be in charge of emergency health warnings for Drummond.
The next agenda item was a proposal presented by Matt Gandal suggesting that the Village of Drummond donate $5000 to the Bethesda Chevy Chase High School. Ghislaine Francis made a motion to donate $5000 to Bethesda Chevy Chase High School. The motion was seconded and after a brief discussion was approved on a voice vote.
The final agenda item was presentation of the slate of new officers to stand for election on May 6, 2002. The slate included: Cathy Sulzberger, Mayor Dan Smith, Secretary Mike Cicero, Treasurer.
The motion to adjourn was adopted and the meeting finished at 9:15 pm. |
