Mayor Michael Cicero called the meeting at 8:10p and welcomed everyone.  He asked if everyone could take a look at the minutes from the last meeting.  A motion to approve the minutes from the November 8, 2004 meeting was approved unanimously.

 

Treasurer Matt Gandal handed out the treasury report.  The revenue was based on year-to-date ($40,832) and Matt felt confident that by end of fiscal 05 we would have generated similar revenue to 2003-4004.  It was suggested that the treasurer break out the expenses.  It was agreed that for the next meeting it would broken out.

 

Old business was reviewed: 

 

Somerset School Update – They are still planning on opening fall 2005.  There was no consensus to try to change closing hours of Warwick Alley after school reopens.  Thus, once school opens the alley will be closed during school hours M-F 8:15a-3: 30p.  We agreed to put up a sign with these hours and also insure that there are poles available for a chain.

 

Adam Strickberger brought up the issues of whether we should change/update the village by laws.   Adam’s proposal to form a committee to investigate Drummond By-laws and procedures failed for a lack of a second.

 

Contribution Policy – Discussion was raised on whether we should have a budget for contributions.  The consensus was not to set goals or caps on annual charitable contributions; cash contributions must have some connection to the public interest of the residents of Drummond.  Will explore possibility of charitable teamwork with worthy causes brought to our attention.

 

Building and zoning – A motion was passed to continue the building committee, same members plus two new:  Adam Strickberger and E.D. Martin.  Also, the building committees proposal was approved and that was to pass an ordinance requiring a Drummond permit to build or renovate, and to submit to county; county permit a prerequisite to Drummond permit; plans must be shown to immediate neighbors.

 

Memorials – The village will continue its policy of honoring deceased residents with charitable contributions in their memory, or other appropriate gestures.  The village is still exploring planting a tree and plaque at Somerset School in memory of Elliott Carroll, and planting a tree and plaque in Drummond in memory of Lee Barlow.

Block Party – Block party set for Sunday Sept 11.  Need to pick organizer.

 

Somerset Pool – Approved effort to make formal proposal to Somerset Council on pool membership.

 

New Business

 

Pepco installation of Poles – Approved motion for town to split costs on under grounding electrical cables:  Town will reimburse up to 50%, capped at $2,000 per household; capped at $10,000 for calendar 2005; applies to both sides of street.  Steve Schwat agreed to take the lead on investigation into under grounding all cables.

 

Crime Update – Nothing to report.  It is believed that a homeless man did the most recent break-ins.

 

Tree Policy – Informed residents that we will ask Bartlett’s Trees to propose 5-year plan, $10,000 annual cap on tree maintenance, absent extraordinary circumstances; will consider other tree services if Bartlett’s not cooperative.

 

Yard Sale – Lack of consensus on yard sale; will schedule ordinary bulk trash pick-up in May.

 

Speed bumps – Debbie Miller agreed to investigate rules/regulations concerning speed bumps and report next meeting.
